January 4 - 7, 2011

This workshop combines lectures and hands-on exercises that guide U.S. law students through an intensive workshop on international humanitarian law (IHL). The workshop will be led by legal professionals from the International Committee of the Red Cross (ICRC), lawyers for the U.S. Armed Forces, and law professors who specialize in IHL.

Topics will include:

• Introduction to International Humanitarian Law
• When Does IHL Apply?
• Human Rights and IHL
• Protected Persons
• Internment/Detention
• Armed Conflicts of a Non-International Character
• The IHL/Terrorism Interface
• Implementation and Enforcement of IHL

Faculty will include:

• Lieutenant Colonel Christopher Jenks, U.S. Army Chief of the International Law Branch of the Office of the Judge Advocate General

   

• William K. Lietzau, Deputy Assistant Secretary of Defense for Detainee Policy, former White House Deputy Legal Advisor to the National Security Council, former Judge Advocate, member of several U.S. delegations to multilateral treaty drafting negotiations including the International Criminal Court and the Terrorist Bombing Convention.

   

• Kate Jastram, Berkeley Law

   

• Major Rob Barnsby, International and Operational Law Department, JAG Legal Center

   

• Lieutenant Colonel Gary Solis, Adjunct Professor of Law, Georgetown Law; faculty, International Institute of Humanitarian Law (San Remo, Italy); former head of the law of war program at the U.S. Military Academy at West Point

   

• Beth Van Schaack, Associate Professor of Law, Santa Clara University School of Law

   

• Ramin Mahnad, ICRC

   

• Mariano Banos, Attorney Advisor, Office of the Legal Advisor, United States Department of State

Students will receive a Certificate of Completion from the ICRC. The program is available only to full- and part-time law students. There is NO FEE. Registration is limited and competitive. Students are encouraged to apply early, as the workshop does fill up.

Applications must be received by CGLP office by Monday, November 15, 2010.

Students must complete an application, including a statement of interest.
